Japan wants young people to drink more alcohol. It's just not sure how to convince them

When the government announced restrictions on bars, it's easily predictable that there will be reduction of tax on alcohol and tax on income of employees there. So, they should be prepared for them. But, nothing seems to have done.
The government is responsible for the issue.
