As you can see on the article, ministry of finance in Japan seems to be greed. It's not ethically allowed to promote unhealthy campaign like urging younger people to drink alcohol more for the sake of liquor tax.
But, ministry of finance there is so strong that it's difficult to have the ministry stop the campaign.
