Japan and S.Korea should imitate the system, because the rate of those tested positive in Japan is similar to that in S.Korea.
But, once the border opens, TV stations and nationalists will criticize S.Korean people by imposing all of the reasons why there are still people tested positive on them. That would be why both of the nations refrain from doing it.
