Cities with special status like tax heaven are just typical examples of free-rider problem. human resources and capital resources provided by other nations were born, owing to countries with relatively heavy tax systems. Those kinds of cities deprive them of such resources without paying anything.
So, it would be difficult to artificially make charter cities, considering criticism like it will arise.
