Landfill's criteria about its size is likely to be ignored, because no one wants to live there.
But, to learn from the accident, the government should set the limitation of landfill size. And, those who accumulated landfill larger than the limitation must be punished.
Otherwise, the government had better encourage to build factories to convert waste products at the landfill into electric energy.
