Except for Brunei, the countries that reached consensus with China have no territorial disputes on islands of South China Sea. So, I think this is not genuine solution of the disputes. The reason why Brunei decided to consent to China's unilateral agenda would be crude oil trade with China, which is considered to be more important for Brunei than getting disputing islands.
Though Chinese economic prosperity is often compared with Japanese one in 1960s, I think Chinese territorial expansionism is similar to Japanese one in 1890s〜1840s.
