In terms of ignoring citizens from another country, this case is similar to the case that North Korean refugees in China are forced to go back to N.Korea soon after they are found by Chinese authoroties.
Though improvement of political situation in Myanmar has been reported recently, there are still a lot of refugees fleeing to the neighbouring country.
As the improvement undergoes, I guess less refugees will flee to other countries.
