It's surprising that North Korea still uses technique developed in Soviet Union, which collapsed more than 20 years ago. Though it depends on potential power of the rockets, the rocket that aren't controllable may reach Russia or Japan without intention of North Korean authority.
So, even if the firing were just in drill, neighbouring countries cannot ignore it.
