It won't be possible for People's Republic of China to solve Korean peninsula's issue as long as the country treat North Korea as buffer zone with South Korea.
The concept of treating North Korea in such a way derives from cold war. Soviet Union, China, and North Korea were categorized into communist countries as Eastern World, while US, Japan,and South Korea were capitalistic countries as Western World. So, the two were divided by so-called 'Bamboo Curtain'. This division still affects political issues in East Asia.
But, at least, Soviet Union and People's Republic of China got out from rigid communism systems, and economically grew up as if they were capitalistic countries.
If political systems as well as economic systems were to change, it would be easier to solve North Korean issues.
