I've been to a store between Memphis and Nashville, where merchandises were put randomly on the floor. I don't remember if it's Dollar General. But, the store I visit was similar to Dollar General.
I guess it's difficult to keep safety with shortage of human resources. I think that it would be one solution to impose shoppers to show ID Card before entering small shops facing shortage of human resources.
