Why did they electrify at 1·5 kV DC?

It's unclear why there is a section electrified at 1·5 kV DC. If there is an observation facility of geomagnetism, I can understand there is a section electrified at 25 kV 50 Hz. But, the railway is basically electrified at 25 kV 50 Hz. So, partial electrification at 1·5 kV DC is not necessary. It's strange.
