Why is it difficult to carry out nationwide free train service in Japan?

In many countries, railways are operated by public sectors or companies which are publicly launched. So, it's not difficult for governments to implement free ride campaign. On the other hand, in Japan, there are many private railway companies which were launched by individuals and have began variety of enterprises like real estate, hotel, logistics, and so on. That's a part of the reasons why Japan's government cannot promote similar campaign. If the government tries to make fare free, it can be seen as unfair aid from government, indirectly meaning public support on certain companies in other industries.
