Consideration for heritage is becoming bigger issue for developers. In Japan, there is also an example. Kintetsu Nara Line was built more than 100 years ago. The railway has been traversing Heijo-kyo, which was imperial palace and former capital 1300 years ago. When the railway was built, heritage preservation was not considered.
But now, more and more people criticize the location of the railway. So, the railway will be rebuilt underground.
I think that the railway should remain as it is, because the railway has longer history than Heijo-kyo, which lasted 84 years, while Kintetsu Nara Line was built 107 years ago.
