Taichung Green Line ready to open

When I saw the train for Taichung Green Line in Kawasaki Heavy Industry Hyogo Plant, it was about 4 years ago. I thought it shows how many times the plan of opening the line was postponed. But, as far as the article on the internet says, the fact is that the construction schedule was not put off.
I wonder why Taichung Metro bought rolling stocks at such an earlier moment.
