Asian Development Bank finances Delhi commuter rail project

Before reading the detail of this article, I thought that transport service from Delhi to its satellite cities would use conventional Indian Railway network. But, in fact, this project seems to build new railway.
I wonder if conventional railways are so congested that they cannot be used.
