Metre-gauge tram under development

I wonder why Russia's Transport System tried to install Metre-gauge tram, despite no metre gauge tram in current Russia.
And, as far as I know, there are no countries adopting metre-gauge railway around Russia. South East Asia is the only area where I've heard that gauge is widely used.
When we consider through service in Russia or vicinity of the country, 1524 or 1435 mm should be adopted.
