I don't know how distant it is between the conventional metre-gauge railway and the new standard-gauge railway. If it's short, the standard-gauge must be high speed rail. If it's long, the standard-gauge may not be so.
According to the article, the standard-gauge railway won't be constructed as high speed rail.
In addition to it, extension to South Sudan must be affected by safety in the country.
