I guess that enormous kinds of statues and ruins in Mainland China were destroyed during Cultural Revolution.
So, I guess local people or constructor of the reservoir dared to leave ruins as they were to keep them away from destruction.
There may be more ruins submerged in reservoir constructed during Cultural Revolution.
