Curitiba is a sister city of Himeji. What's the big difference between the two.

While Curitiba has efficient bus networks, Himeji abandoned its municipal bus.(Precisely speaking, municipal bus was acquired by Shinki Bus)
There is a plan of constructing tram line(s). But, a realistic transportation system must be the bus system like that of Curitiba.
I wonder why Himeji doesn't examine to install the system.
