Ulaanbaatar’s yurt settlements to be served by cable car

I don't know why cable car was chosen as an urban transportation around Ulaanbaatar. It is often used in mountainous area. It is not suitable for planer land. I think Ulaanbaatar should have adopted tram or Bus Rapid Transit system.
