Thousands join anti-austerity march in Rome

Low employment rate seems to be an issue in Italy.
When it comes to my surroundings, the rate of job offer acceptance rather than employment rate is extremely low in my department. A friend of mine in Kyoto University said "Almost all of my classmates, excluding poor talker(s), have already got job offer", while only one third of my classmates got job offer.
Not only in Kyoto University but also in other universities, most of the students have allegedly got job offer.
So, it is mysterious that my department still maintains the low rate of job offer.

I guess one of the reasons is that a professor in my department recommended the students to apply for job by using 'reference', which is a way of applying for job with priority. Then, many students applied for job in that way and resulted in no offer.
The professor should have said disadvantages of the refernces.
