What I thought originated from what my friend said

He said "It's expensive to take a Port Island Line."
The Port Island Line is a special rail system called Automated guideway transit(AGT) whose maintenance cost is higher than that of normal railways.
So, fare has to be expensive.

In addition to it, The line cannot be connected with existing rail lines.

Though I don't know whether AGT is the most suitable for transportation to access Kobe Port Island, AGT cannot be suitable for mass transit systems.
