According to a website of Keihan, Keihan is to run extra trains which pass every station between Kyobashi and Shichijo on designated holidays.
In old days, Keihan used to run Limited Express trains at intervals of 15 minutes in the daytime everyday. But, because more and more passengers moving between Kyoto and Osaka use special rapid service train on JR Kyoto Line, which is faster than Limited Express train on Keihan Line, Keihan decided to ensure more passengers live in cities which lie between Osaka and Kyoto. Since then, Limited Express trains on Keihan Line have stopped at more stations.
Private Railways in Kansai are forced to compete with JR.
