I think that weight regulation just on baggage doesn't make sense. I can't understand why a passenger who weighs 70kg with 15kg baggage is required to pay for baggage, while a passenger who weighs 100kg with 5kg baggage is not required to pay more. Apparently, the total weight of the former is 85kg and is lighter than the total weight of the latter which is 105kg.
So, I think weight of each passenger should be considered.
