Why cities want to ban new drive-thrus

Many US cities haven't taken drastic measures against car-centric society. Expansion of drive-thrus culture is just a side-effect of it.
So, what they should do is to invest more on public transport and restrict car usage to let more people use it in downtown and suburb of medium-big cities.
