Also in Japan, tattoo is often associated with gang. So, in many public baths in Japan, there are signs to alert people with tattoo not to enter.
And, there is no outstanding movement to change impression of tattoo culture. Almost all of people there take it for granted to treat tattoo as a symbol of anti-society or gang.
