Hong Kong scraps some restrictions for travelers, ends contact tracing

Some people say that Hong Kong has been used as a laboratory to ease covid restrictions in Mainland China. But, even when Hong Kong lifted isolation for travellers, Mainland China was still under casual lockdown.
On the other hand, when protesters in some cities shouted "Ouster Xi Jingping" and "Ouster Chinese Communist Party", the government suddenly changed its zero-Covid policy.
So, I guess Hong Kong was just treated specially, because of its economic status.
