Why is infrastructure owned by private company fragile?

It's an example of what happens when government relies on private companies for building infrastructure.
In New York, it's toilet. On the other hand, in Japan, it's railway.
Railway networks in Japan mainly developed by many private companies. Though some of them were nationalized, they were privatized again.
Amid population decrease, many private railway companies want to abolish rail lines in deficit.
It means infrastructure can be cut by decision of private railway companies.

It's the result of imposing infrastructure on private companies.
