New Zealand, Japan and Samoa set to reopen to visitors

Though Japan's government declare reopening of its border, it only allows some tourists groups to enter Japan. And, furthermore, their routes must be determined, and be submitted to Japan's agency. So, if you wish to visit Japan individually, you won't be allowed to enter.
Due to stubborn and conservative mindset of Japan's people and attribute of the government, it will take a long time to let them visit Japan freely.
