New Zealand to ease restrictions to Covid-vaccinated international travelers in 2022

Even in New Zealand, where Covid restriction was the strictest in the world, the government wants to ease restrictions about entry of international travelers. On the other hand, in Japan, its government is reluctant to ease international traveling, despite plummeting Covid cases and the highest vaccination rate. Though the government announced reduction of isolation days to 3, those who want to get that benefit have to submit many complicated documents and have to behave under control of a company or an authorized group for 10 days even after isolation days, and can't use most of the public transportation during that time.
I wonder why Japan seems to be coward about immigration.
