Why is there dual gauge tracks on the bridge?

It's interesting that trains on 1520 mm gauge and 1435 mm gauge can run on the bridge. I wonder why such dual gauge tracks are needed, if we consider that freight transferring station is located on Russia side or on China side.
Otherwise, is it for emergency use?
