China debuts bullet train that can operate in extremely cold temperatures

I wonder why China didn't debut train for areas with extremely cold weather. It was more than 8 years ago when high speed railway reached Harbin.
It means China Railway used trains which is the same as those for mild weather areas.
It hasn't been a problem?
I don't know why it was possible.
