Why is it common to flush toilet with polluted water in water shortage?

After nearly running out of water in 2018, Cape Town dams are now overflowing

The fact that Capetonians have to flush toilets with gray water reminds me of water shortage in Hong Kong. Though Hong Kong is not suffering from water shortage now, many people there are still flushing toilets with seawater.
I think that it's a good idea to flush toilets with polluted water in other places to save natural environment.
