Even if victims didn't want to commit suicide by inhaling gas, there can be a risk of being killed by gas without intention. If a human inhales more than a certain concentration of carbon monoxide, he/she cannot move freely and gradually loses consciousness. So, when we let gas leak without intention, it can cause death by not noticing it and inability to flee.
When it comes to physically disabled persons, it would take more time to flee from leaking gas.
