There are many small railway companies which cannot survive during plummeting ridership amid pandemic. So, it would be necessary for them to be financially supported from an agency. But, I don't think almost all of the governments around the world are not interested in the issue, except for some countries like Italy, which offered nationalization of Alitalia Air.
