Zhengzhou welcomes its next metro line

It's often the case with China to inaugurate metro lines without opening some intermediate stations. They seem to be prioritizing to open railways as soon as possible. But, the railway line is located away from central part of Zhengzhou. I wonder why this line was prioritized.
