Why was the Indian company chosen?

It's interesting to see meter gauge locomotives imported from the country where broad gauge is dominant.
Basically, there are few train manufacturers dealing with meter gauge rolling stocks. So, most of the South East Asian countries have to import trains.

Considering difference of gauge, used trains on 1067mm would be suitable for meter gauge. (Of course, boggies will have to be changed even though)
