Why are XRL trains in Hong Kong?

XRL trainset arrives in Hong Kong by rail

Though West Kowloon station is still under construction, tracks seem to be extended from Futian(the terminal in Mainland China) to somewhere in Hong Kong.
The article says high speed trains were transported to Shek Kong sidings.
Shek Kong sidings is also used for emergency. I think that there should be platforms to let passengers alight safely in such a case.

And, considering that Shek Kong sidings is near Kam Sheung Road, it should be renamed as East Kam Sheung Road?
