In those days, children's rights weren't treated specially. For example, children having a food allergy were served the same school lunch as normal childrens'.

For example, if a man whose identity is female was allowed to use female bathrooms, a male whose identity is also male will use female bathrooms for the sake of watching female naked bodies.
So, certification card for LGBT will be needed to scan it by card readers which should be installed on each entrance of female bathroom.
