Olympic is usually used to raise spirits of nationalism. Some countries took illegal measures to show how strong their athletes are. For example, Eastern Bloc countries had their athletes take muscle enhancing drags to win the game.
I don't know whether the case is related with it. But, IOC must pay attention to such problems.
