The size of this disaster can be estimated from this number 'the nearly 500 people who remain unaccounted'.
Even when there were heavy rain and flooding, the number of unaccounted people was under 100. For local governments which haven't yet experienced great damage, it is difficult to think about how to rescue victims and recover.
So, before disasters hit them, those who are familiar with recovery from disasters will have to instruct them what to do to reduce damages.
