After 9.11, United States strengthened security inspection in immigration. But, protection of runways does not seem to be treated as an important thing.
On the other hand, Narita International Airport has extraordinary tall fence around its site. And, anyone who wants to enter its site is required to show Certificate Cards of Identification. The strict protection was installed when residents around Narita Airport protested against construction of the airport and tried to destroy it.
So, once the incident as to threaten airport happens, protection security is strengthened.
