It is mysterious that Japan retreated from tendering. According to Wikipedia, Japan gave up bidding because the demand for high speed rail is estimated lower than that can get profit.
But, when we consider that the number of flights (only TAM Airlines) between Rio de Janeiro and São Paulo are more than 40 per day, it must meet the demand.
