In the linked article, all kinds of kindergartens are struggling with financial problems.
But, on the other hand, lack of kindergartens is the important problem in Japan. More children are waitinhg for enrolling any kindergarten. Ironically, this happens, despite the fact that Japan is suffering from less fertility rate.

It is because more and more mothers have begun to work in order to supplement their household income, which has been reducing since Lehman Brothers bankruptcy in 2008.

It is interesting that more working females cause less fertility rate and lack of kindergartens.
