Chinese queue for 'millionaire visa'

It's a way to boost economy. But, I don't know whether granting permanent visas can grant permanent economic prosperity.
In Japan, in order to solve the problem of declining economy related with low fertility rate, acceptance of more immigrants is proposed. But, it's hard to carry out it, because of an opinion that Japan must mostly consist of native Japanese citizens.
