An implicit rule seems to exist

A sports festival of our firm is going to be held. Originally, employees are not obliged to participate in the festival. I've never participated in the festival due to other tasks ,and I won't do this year.


But, 2 years ago, a leader of our branch sent me an e-mail that I'm required to send an e-mail to inform her of the reason why I decided to be absent from the festival. After leaving her my message, nothing strange happened.


Last year, an incident happened. A female employee said to me "Since we participated in the sports festival, we were busier than you!"
Then, I was scolded because of my error on a task.
After that, she said "It will be enjoyable to participate in the festival, though you will feel troublesome to keep in touch with participants. And to flatter our boss, participation is recommended."


Before referring to her statement, I would like to talk about why the company hosts such a sports festival.
In my estimation, such a festival has been set for countrymen who began to live in urban areas alone. In order to prevent them from isolation, Japanese companies have hosted various events to encourage interaction between employees. In those days, These events were regarded as welfare programmes.
But, they are not necessary for employees who've lived around urban areas. They no longer need to make more friends because they still live around conventional friends.
So, the female's statement is true for countrymen.


What made me sad is her words "To flatter our boss". It symbolizes a current system of Japanese conventional companies. It is that those who are good at playing up to their bosses are more likely to be promoted than those who are just talented in doing their jobs.
So, how many participants there are may affect the assessment of our boss despite the festival has nothing to do with our jobs.
