If this kind of the opinion is escalated, all-you-can-eat style restaurants can be get backlash. (Ironically, there are many Chinese all-you-can-eat style restaurant in the US.) I think that food waste means to discard foods excessively. So, just serving a lot and eating a lot do not mean food waste.
