They think that one of the causes of train delay is old rolling stocks. But, when we consider that there is almost no delays in Japan's railway companies which mainly use more than 40 year-old-trains, I think it's a kind of non-theoretical excuse. They should think about train operation system rather than installing new rolling stocks.
