Why is Seifu Hairstyle criticized?

『清風カット』私立高の髪型ルール…生徒の求め受けた弁護士会が「運用適正化を勧告」

Lawyers' association criticized the way of hairstyle inspection at a prestigious private high school as a violation of human rights.

Seifu High School, which was founded more than 70 years ago, has a school rule on hairstyle so-called "Seifu Hairstyle"
Student's pocket book includes what it's like. Length and shape of hair is regulated strictly, and fashionable one is prohibited. It also refers to monthly inspection.

【Student's pocket book says】
"Hairs around the back neck and ears must be trimmed up"

Barber shop 'Hair Salon Oita' in Tennoji Ward, Osaka City is filled with Seifu students just before hairstyle inspection.

The owner says "Nearly 100 students per month come to our barber shop during the busiest season."
We use hair clippers with 2mm blade pitch to trim up until the surface of the trimmed parts become white blue. Front hair is cut in order not to be overlapped with eyebrows.

I've heard from graduates that the hairstyle regulation is helpful for them to learn team spirit and what kind of hairstyle looks hygienic through this hairstyle"

On the other hand, some students feeling uncomfortable with this regulation, and says "Liberty of hairstyle is protected by constitutions. Regulation by school is violation of human rights"

Last April, they begged lawyers' association to order revision of school regulation and proper use of the regulation, and investigation by the association into the school was done.

On March 23, the association stated "The regulation itself depends on choice of the private school".
But, extreme inspection like cutting hair by teachers was treated as the one that should be executed properly.

The chairman of the Lawyers association said "I think it's out-of-date order by the school to make regulation unilaterally and to say it can no longer be discussed and it's the one students should obey"

Seifu replied "We would like to accept the order from the lawyers sincerely and to take sincere response."

In Japan, especially among conservative parents in Kansai, people take it for granted that it's good for growth of children to impose strict regulations on them and punish violators strictly.
But, raised awareness of human rights and feeling of hopelessness on conventional education among citizens seem to be changing the way.
I think that elderly people in Japan have a stereotype that they contributed to economic growth of Japan, because they grew up in strict environment, and the sophisticated behavior trained in that environment made society better.
(The fact is that expansion of investment and population growth supported economic growth, instead of the strict education)

And, we have to pay attention to another viewpoint. Some people take the regulation as a culture. We should think about criteria of how to make culture and human rights compatible.
