When it snows, air transport and road traffic are directly damaged and paralyzed. But, if there is a high speed rail, it won't be affected.
In fact, when we see the situation that Hokuriku Area in Japan had heavy snow, almost all of the flights were cancelled and expressways or high ways were disrupted. On the other hand, Hokuriku Shinkansen(High Speed Rail) was running as usual.
So, construction of high speed rail should be accelerated to prepare for bad weather.
